With history as an indicator, this is not the first time that the government has ignored the social and environmental repercussions of a development project. And while corruption, bureaucratic arm-twisting and power equations allow for such negligence, the environment and various communities who have the misfortune of living in these 'power zones,' continue to pay a hefty price.
